Chile's Senate starts work on a beneficial owner register run by the tax service
In August 2024 the finance committee of Chile's Senate began its review of the Government's bill to create a register of beneficial owners, filed in December 2023 and fast-tracked by agreement with Congress. The Internal Revenue Service (SII) would run the register, covering companies, non-profit entities, investment funds and other entities, and Chilean residents involved in trusts. The bill had not passed by the end of 2025.
The bill is part of Chile's response to corruption cases involving foundations, and to international transparency standards.
What the bill proposes
- A register of beneficial owners run by the Servicio de Impuestos Internos (SII).
- It would cover legal persons with or without profit, investment funds and other entities without legal personality.
- Chilean residents who are settlors, administrators or beneficiaries of trusts and similar arrangements would also report.
- Individual business owners, co-owners in communities and pension fund contributors would not be obliged.
Status
The Senate finance committee began its review in August 2024 under a fast-track agreement between Government and Congress. In December 2025 it was still described as pending.
