Guernsey consults on legitimate-interest access to its beneficial ownership register
Guernsey published a consultation on 27 February 2026 proposing that people who can show a legitimate interest in preventing money laundering, terrorist financing or proliferation financing may apply to the Guernsey Registry for beneficial ownership information. Requests would be assessed case by case, and beneficial owners could ask for details to be withheld where disclosure puts them at risk. Obliged entities already have access.
The States of Guernsey published a consultation on 27 February 2026 on legitimate-interest access to Guernsey's register of beneficial ownership.
What was proposed

- The Guernsey Registry would assess each request.
- Beneficial owners could ask for information to be withheld where disclosure could put them at risk.

- The consultation closed on 10 April 2026.
- Any scheme needs approval by the States of Deliberation.
