Isle of Man tightens beneficial ownership rules and consults on wider access
The Isle of Man set out beneficial ownership reforms in May 2026. From 25 May 2026 the registration threshold is 25% or more, control by other means is caught at any percentage, and where there is no registrable owner a senior managing official must be named, with nominated officers given until 15 September 2026 to adapt. It also consulted, until 30 June 2026, on legitimate-interest access, and introduced a Verification of Entity Registration Bill.
The Isle of Man's Central Registry announced a package of beneficial ownership changes in spring 2026, ahead of the Island's MONEYVAL assessment.
What changed
- Secondary legislation approved by Tynwald came into operation on 25 May 2026.
- The registrable threshold is now 25% or more (previously more than 25%). Where someone exercises control by other means, no percentage threshold applies.
- Where no registrable beneficial owner exists, the nominated officer must give details of a senior managing official, who is not treated as a beneficial owner.
- Nominated officers had until 15 September 2026 to adopt the new process. The Isle of Man Financial Services Authority issued new guidance replacing the December 2024 version.
Also proposed
- A consultation, closing on 30 June 2026, on an application-based legitimate-interest access route, assessed case by case and limited to anti-money laundering purposes, with no bulk access.
- A Verification of Entity Registration Bill, introduced in the House of Keys in May 2026, with stronger compliance powers and better information-sharing with overseas authorities.
What to do
Check that beneficial ownership filings for Isle of Man companies reflect the 25% threshold and control by other means, and name a senior managing official where needed.
