Kuwait replaces corporate tax with a 15% domestic minimum top-up tax for large multinationals
Kuwait's Decree-Law No. 157 of 2024, the Multinational Entity Group Tax Law issued at the end of December 2024, imposes a 15% domestic minimum top-up tax on Kuwaiti entities and permanent establishments of groups with revenue of at least EUR 750 million, for fiscal years starting on or after 1 January 2025. For in-scope groups it replaces Kuwait's 15% corporate income tax and zakat. Executive regulations followed in June 2025.
Kuwait said the law aims to diversify state revenue and stop Kuwaiti-source profits being taxed abroad under other countries' Pillar Two rules.

- Other taxes: for in-scope groups, Kuwait's 15% corporate income tax and 1% zakat no longer apply. Sources disagree on whether the 2.5% National Labour Support Tax also stops.
