Norway starts daily fines for entities that have not registered their beneficial owners
From 2 June 2026 the Brønnøysund Register Centre began sending notices of daily coercive fines to Norwegian entities that had not registered their beneficial owners by the 31 July 2025 deadline. After a three-week notice period, fines run from NOK 672.50 a day and rise over time until the registration is approved or the entity is struck off.
The Brønnøysund Register Centre (Brønnøysundregistrene) began enforcing the beneficial ownership registration duty with coercive fines (tvangsmulkt) in June 2026, nearly a year after the 31 July 2025 deadline.
How it works
- An entity that has not registered its beneficial owners, or has not fixed possible errors it was told about, receives a notice in Altinn giving it three weeks to register.
- After that, a daily fine applies: NOK 672.50 a day for the first eight weeks, NOK 1,345 a day for the next ten weeks, then NOK 2,017.50 a day.
- The Norwegian Tax Administration's Collection Authority invoices the fines after 8 weeks, 18 weeks, and then every 10 weeks.
- The fine keeps running until the registration is approved or the entity is deleted from the Register of Business Enterprises.
Who is affected
Norwegian companies and other registered entities, including foreign businesses registered in Norway (NUF), that have not completed beneficial owner registration.
What to do
Check each Norwegian entity's registration status in Altinn and submit or correct the beneficial owner form straight away.
