Russia lets companies with a sanctioned parent hide their data in the state register
Russia's Government Decree no. 94 of 3 February 2025 widens the cases in which information about a company in the Unified State Register of Legal Entities (EGRUL) can be restricted. A company can now ask for its data to be closed where a corporate founder that controls it, or has significant influence over it, is subject to foreign restrictive measures.
Decree no. 94 of 3 February 2025 amends Government Decree no. 1625 of 16 September 2022, which lists the EGRUL information that a company can ask the Federal Tax Service to restrict.
What changed
- A new ground covers a company whose corporate founder controls it, or has significant influence over it, and is subject to restrictive measures imposed by a foreign state.
- Restricted information is given only to a limited circle, including state bodies, courts, the Bank of Russia and the company itself.
- The decree took effect on 4 February 2025.
Who is affected
Russian subsidiaries of sanctioned groups, and anyone running due diligence on Russian counterparties. Expect gaps in public EGRUL extracts and check other sources.
