Slovenia closes its beneficial ownership register to the public

From 9 August 2025 Slovenia's register of beneficial owners, kept by AJPES, is no longer publicly accessible. The ZPPDFT-2C amendment to the anti-money laundering act limits access to authorities, obliged entities and people with a legitimate interest, who must apply.

Slovenia's register of beneficial owners (Register dejanskih lastnikov, RDL) is kept by the Agency for Public Legal Records and Related Services (AJPES).

What changed
  • Public online access ended on 9 August 2025, under the ZPPDFT-2C amendment to the Prevention of Money Laundering and Terrorist Financing Act.
  • Access is now on application to AJPES, for obliged entities, law enforcement, courts and supervisors, and people or companies that show a legitimate interest under articles 51 and 51a of the Act.
  • This brings Slovenia into line with the EU Court of Justice's 2022 ruling and the access rules of the sixth anti-money laundering directive.
Who is affected

Slovenian companies and their beneficial owners, and banks, journalists and others who used the register.
